The Future Technology Hub in El Salvador and the Region

“Recently the Google building in El Salvador was inaugurated with the presence of President Nayib Bukele and other government personalities and diplomats accredited in the country, fulfilling a seven-year agreement with the Government of El Salvador, laying the groundwork for our country to become a regional technology hub”.

To make a legal approach; Digital Government and the use of Technology are of global transcendence because governments are preparing for this new challenge. This is how Spain, a very avant-garde country in the legal systems of the European Union, has great incidence in the legal reforms and the adaptation of the European regulation on AI.

More than a year ago I published about this new approach to AI and how the judicial systems of the countries must be prepared to define public policies and review how to develop judicial processes in this environment of virtuality, technological innovation, and AI development. After the COVID pandemic, the movement of goods through the large ports of commercial connection around the planet forced us to adapt to new scenarios of the application of regulation and definition of electronic transactions, today this new five-year period of development in the country of El Salvador there are great challenges in the aspects of the global economy.

Recently El Salvador highlighted the legal signature that Google established a Google Cloud entity. It is not superfluous to clarify that the country’s environment is not simply a commercial announcement. It is not, when we analyze the agreements of the Government of El Salvador, on the authority of President Nayib Bukele; it is a real act of a Government as it can be the most excellent Government of Spain; since the instance of Google Distributed Cloud (GDC) for the country of El Salvador involves developing the entire operational capacity of a Digital Government, transforming areas of the economy and health of a country is an important investment to develop the entire operational capacity of the legal systems of contributions and commercial.

There is a commitment to open a range of business opportunities and benefits for El Salvador; the same that opens in an investment center of the Central American Region, this provision of the Government is to create a real Technology Hub in the Region.

This real disposition between Google Cloud and the Government of El Salvador, to explain to diplomats from other countries how Spain is a friend of El Salvador; this focuses on three important areas for the country.

First, it seeks to digitize government processes and projects through tools provided by GDC, leveraging hardware and software solutions to expand the infrastructure and services of Google Cloud; and thus accelerate the modernization of the country and improve the efficiency of public services.

Any modernization process is important in all countries and how governments focus the increased operational capacity of their state resources, as well as how it is projected in the investment of commercial capital flows and utilization of investment funds in their state activity. It is not simply commercial, it has real data on the efficiency of the most basic public services of any government,

A second approach is the already installed Google Cloud office in El Salvador and the creation of a Google Distributed Cloud instance that will enhance innovation and economic growth. Our country is an example in Latin America and Europe; sharing a vision with Spain in cooperation of the Judicial System and other areas of importance for the country. Therefore, it is becoming a center of attraction for technology companies and startups, which will promote the generation of jobs and foster collaboration between sectors.

It is noteworthy that the global experience of Google, combined with the audacity and drive of the country by Mr. President Nayi Bukele, promises to make the reality of a Technology Hub of the Region, this definition of a good government is public policy and the importance lies in developing the full capacity of a Digital Government and the application of AI in the administrative processes of state offices.

And finally, is to develop foreign investment in El Salvador, which will enhance investment at the regional level and the transfer of know-how will bring with it a strengthening of the technological infrastructure and capacity of El Salvador. This will make our digital economy the leader in the Region.

This strategic collaboration is very important because it allows for accelerating the adoption of cutting-edge technologies, but also because it places the country in a place of influence in the Central American region in terms of innovation and technological development.

The current government’s vision of the role of technology and foreign investment in the country’s development is transcendental, as well as in the entire public sector.

In this approach, it is important to highlight that the Judiciary develops its greater capacity to modernize the Judicial System and advance to a true distribution of technological resources for the benefit of the Administration of Justice. For Europe and the USA; it is important to develop the Justice of the countries; being so for El Salvador it is important to have a Justice Administration with development in the processes of Modernization and Technological Innovation; in this sense, it is important to emphasize that the buildings as Judicial Centers should be transformed into digital buildings and access to new technologies.

The present that we have to live in is the generation of new technologies, artificial intelligence, and with approaches to the digitization of judicial offices; as well as a new approach to the modernization of the judicial system in El Salvador.

Therefore, we must emphasize that the current Digital Government is a clear vision of modernization of the management systems of the public administration; with this, I mention that the current Judicial Centers of our country must be transformed in the digital and technological era.

I remember that, in another article, I mentioned that the current Judicial Center Dr. David Rosales P., of San Miguel, located at 7a calle poniente #701 bis, in the city of San Miguel, has more than 60 years of foundation; today in this 2024 we must consider that it is necessary its transformation to the challenges of the Modernization of Justice in El Salvador.

As is well known, the Supreme Court of Justice has a Modernization Commission, coordinated by Mr. José Ángel Pérez Chacón, magistrate of the Constitutional Chamber. This commission is in charge of identifying, analyzing, and designing policy proposals and modernization projects for the work areas of the Judicial Branch.

The digital book that we now have in front of us is Google; we should not consider that it is not transcend; if it is evident that the responsibility for the transformation of the country from this moment has a vision for the future with the leadership of President Nayib Bukele; a country that breaks the thresholds of knowledge and transcends to the new times of knowledge, modernize and innovate is transcendental in every government institution.

The Information Society presents us with a great challenge: the opportunity to learn about useful and reliable technological tools, and the need to identify a category of professionals specialized in these areas. Therefore, the Commission for the Modernization of the Judicial System in its structure should be transformed into an Executive Directorate for the Modernization of the Judicial System and hire personnel accredited in new technologies to develop its projects and the current challenges of technological innovation and modernization with greater capacity.
